A Frog in the Valley

Is there a way to restrict the number of posts that appears on the index page of a blog? Ideally in the form of a plugin since I might use it with less technically oriented users but any proven method is welcomed.

Of course I tried finding the answer via Google first, so don't paste me an Google query in the comments (except if the first hit contains the answer!)
